As broadcaster, if the account is banned, how long before the account is allowed to broadcast again or can they create another account for broadcasting?

Depends on the type of ban, making a new account won’t help you as you will be breaking the terms of the site by trying to bypass the ban.

You need to contact support to find out why your account was banned.
