Chaturbate do monitor some rooms even when they’re not listed on the homepage, but when a report/s have been made support will look into the report and take action.
Depending on the seriousness of the situation some broadcasters will be taken offline due to the TOS which is set out for all to see. If a false report has been made the user will also receive a strike against their account.
All reports and violations have and will always be investigated. Just some broadcasters or even users won’t admit when they have violated the TOS even when there is proof of the violation.
But there are times when mistakes have happened after a ban or warning has been issued and Support do apologise.
Regarding the forums, Chaturbate do monitor the forums and sites, but take note that Support do not have to give any reason why an account has been restored which is also stated in the TOS. But a broadcaster or user can email support if they wish to discuss the situation.
Chaturbate rely on reports by their users when a broadcaster has broken their TOS. If a broadcaster has been found to be breaking the TOS, they will receive an official warning or ban. Chaturbate does not want to be seen endorsing certain acts even behind hidden shows / password / private shows.
If you suspect a broadcaster is violating the TOS, Chaturbate ask to either use the report abuse or email support@chaturbate.com and they will look into the situation. Please take note that screenshots of the suspected violations does help.
Support have now stated that if a broadcaster wishes to upload a video to their gallery that contains music, they need to send proof that they have the permission from the producer of the music they wish to use.
Only then will Support allow the video, otherwise they will mute videos as is their standard policy to remove the possibility that the music may be unlicensed.
An email has been sent to Support to find out the answer to this, though its likely that support will mute the video.

Our standard policy is to not allow background music in uploaded videos
to remove the possibility that the music may be unlicensed. With that
said, we may be able to waive this restriction if the broadcaster is
able to provide proof (to support@chaturbate.com before uploading the
video) that they have permission to use the background music that is in
the video.
Talking on the phone is not against the ToS, but it is advised to mute the microphone when talking.
That being said, if you are rebroadcasting a radio or Television program this ‘could’ fall under the copyright section of the ToS, therefore breaking the ToS.
BUT if your question is regarding someone hosting a ‘talk show’ on Chaturbate and asking their viewers to phone into the ‘show’ this a grey area. Chaturbate do state that anyone that appears on cam ‘body or voice’ have got to be verified on that account.. but the grey area is they class this as the other person to be in the same room as the person on cam.
Chaturbate have asked to pass this message onto their performers regarding the payment issues that most have experienced.
