As stated before, it is not against the rules of Chaturbate to talk dirty to a model if you do not have any tokens, unless the model has rules of their own room set ie: Dirty Tip notes
Saying that, you do not have to feel guilty not to have any tokens. Its the users own choice if they wish to purchase tokens.
As before just bare in mind that some models prefer you to talk dirty to them in tip notes rather than public chat. Always check with the model first before jumping into dirty talk with the model.
Chaturbate has updated their Terms and Conditions from the following:

Depends on the model you are talking to. Some don’t mind it, but others prefer ‘dirty talk’ in token notes.
If you are a ‘grey’ user & you wish to talk ‘dirty’ to the model check with the model & a moderator if they have one. This will save you being silenced by the model & moderator.
If your account has been banned by the Legal department, this could be due to a number of reasons. Sorry to say they will have your ID & IP linked so if you try & make a new verified account this will be banned too.
But it really depends what the actual reason is, you would need to ask. Please note that they are not at liberty to state what the reason is.
You are allowed to go on cam without getting verified or getting paid / receiving tokens, but please note some exhibitionists have issues with users reporting them.
You can however be verified with chaturbate and ask them to have the receiving of tokens be removed. This way, you can be on cam & be verified broadcaster without having the need to receive tokens or worry about getting paid / taxes.

Unfortunately this is not possible any longer, all you can do is one of the following:
1, Wait for the user to return back to your room to ban them but this only lasts for a certain amount of time.
2, Go to your own list of followers and search** through the pages of your followers looking for the username then clicking at the top right ‘option menu’ this gives you ‘Block’ & ‘Delete’ options.
Block option: User will no longer receive your follower notifications. The follow button in your room will be disabled so that the user is not able to re-follow you.
Delete option: The user is removed from your follower list, but that user can re-follow you in the future.
**There is no way at the moment to search for certain usernames through your follow list. You have to look at every single page until you find the user.
If you have the money to cover the payment & enough transactions left on the account, try selecting another payment processor when you go to purchase tokens.
Token Amounts at the top, Payment options (Processors) at the bottom.
Recommend Epoch as the payment option, if it still doesn’t work, you can do a wire transfer. Please note that wire transfer is a minimum of $250.
